Wyoming residents at USU: notice first, then clinicals
All of USU's current nursing programs are open to Wyoming residents. Out-of-state graduate and RN-to-BSN programs need no approval from the Wyoming State Board of Nursing, but it wants written notice before a student starts clinicals there, plus a signed contract with the facility. USU's disclosure lists Wyoming among the states where it files that paperwork.

What the Wyoming State Board of Nursing expects from USU
The Board's Chapter 6 rules split out-of-state programs in two. Pre-licensure LPN and RN programs must ask the Board's permission and send home-state approval and licensure documents. Post-licensure programs, a group that takes in everything USU offers in nursing, follow a lighter path.
- Registration or SARAEach program from outside Wyoming needs either NC-SARA approval or registration with the Wyoming Department of Education. USU's home state is Georgia, and it participates in NC-SARA.
- Written notice to the BoardBoard approval isn't required for APRN, MSN, DNP and RN-to-BSN programs, but they must give the Board written notice each time a student is scheduled for a clinical learning experience in Wyoming. A sample cover letter is available from the Board.
- A contract with the facilityAhead of the first clinical day, the program and the clinical site sign a written contract, and the program retains a copy for the Board. At USU that's the affiliation agreement OFE sends; leave the contract to OFE.
- USU's own sign-offYour hours can begin only after OFE sends its approval letter, once your preceptor, agreement and compliance items have cleared.
USU's Board of Nursing disclosure lists Wyoming as a state that requires documents from programs with clinical or preceptor components. Tell your CPC as soon as a Wyoming site is in view so that filing runs alongside your approvals rather than after them.

Worth verifying: USU's state-authorization disclosure from September 2026 gives one Wyoming approval a "valid till" date of June 30, 2026, which had passed by the time we read it. Pull the latest lists from USU's accreditation page, and put the question to admissions if a date still looks stale.
Small cities, long drives
Wyoming has no large metro. Cheyenne's metro numbered about 103,000 in the Census Bureau's 2025 estimates and Casper's about 81,000; Gillette, next in line, is a micropolitan area of about 48,000. Wyoming FNP students check places such as Cheyenne Regional Medical Center, Banner Wyoming Medical Center in Casper, Campbell County Health in Gillette, Sheridan Memorial Hospital and Ivinson Memorial Hospital in Laramie (a UCHealth affiliate). Listing them says nothing about whether they accept USU students.
Distance won't excuse you: USU's catalog has students commit to travel anywhere in their state at their own cost, and the handbook rejects travel time as grounds for refusing a placement. In Wyoming that can mean serious driving, so put nearby preceptors first on your Interest Form and keep a realistic backup. Wyoming is full practice in AANP's listing, so include NP-run clinics in your leads.
Two compacts on the books
Wyoming's multistate RN compact has been in effect since January 19, 2018. The state has enacted the APRN Compact as well, codified in Title 33, Chapter 21, Article 3 of the Wyoming statutes. The APRN Compact won't operate until seven states enact it; five have. Neither compact changes USU's rule for you: your RN license has to be active and unencumbered and has to cover Wyoming, and your student liability coverage must sit in Wyoming too. Questions USU students ask
Does USU send the Wyoming Board notice, or do I?
Wyoming's rule puts both the written notice and the facility contract on the program, not the student. Your job is getting your site to OFE early: name it on your Interest Form, have your preceptor complete the Appendix H form, and let OFE handle the agreement. Don't try to negotiate the contract with the site yourself.
Can I do USU clinicals in Colorado if I live in Cheyenne?
Start with Wyoming. USU's Board of Nursing disclosure wants clinical hours done in the student's approved home state and cautions that a board may not credit hours logged somewhere else. For a Colorado placement you would also need your CPC's agreement and an RN license that works in Colorado. Colorado's rural preceptor tax credit wouldn't help your preceptor either: it's limited to students at accredited Colorado schools.
Who can precept a USU FNP student in Wyoming?
USU takes a nurse practitioner with national board certification, or an MD or DO, with twelve months or more of practice and a Wyoming license, precepting two students at most. An NP has to supervise 135 or more of your hours. A certified nurse-midwife counts only for women's health; our preceptor requirements page has the rest.
After graduation, can I use the APRN Compact to practice beyond Wyoming?
Not yet. Wyoming has enacted it, but the compact won't operate until seven states have, and as of 2026 five had: Wyoming, Utah, South Dakota, North Dakota and Delaware. Until then, APRN licensure stays state by state.
