USU's FNP in Alabama: the 15-day letter, your license and your preceptor
Alabama residents can enroll in every admitting USU nursing program, the FNP included. Alabama is one of three states on USU's list where extra documents must be filed before clinicals, because its Board of Nursing wants to hear from an out-of-state APRN program before students start. That filing names you, your clinical supervisor and the facility.

Rule 610-X-3-.09: Alabama wants notice first
Ala. Admin. Code r. 610-X-3-.09 covers prelicensure and advanced practice programs headquartered in other states: no later than 15 days ahead of the first clinical learning experience in Alabama, the program has to file a letter of intent, together with its approval documents, with the Alabama Board of Nursing (ABN). In it go the name and license number of each student and of the clinical supervisor, the facility, and a statement signed by the facility's Director of Nursing or CNO.
The program also pays an annual out-of-state program fee, per institution and calendar year, and the ABN says students may not attend clinicals in Alabama without Board approval and payment of that fee. USU's Board of Nursing list names Alabama as a state where documents are filed for out-of-state APRN programs, so the filing is USU's job, not yours.
What reaches you is detail and timing. Your license number, your clinical facility and a statement from its nursing leadership go into a state filing, on top of USU's Program Director approval and Affiliation Agreement. Settle your site early, and if it changes late, tell your Clinical Placement Coordinator the same day.

Your Alabama license, and your faculty's
According to the ABN's FAQ, anyone in a post-licensure program (RN-to-BSN, MSN and DNP among them) who completes clinicals in Alabama needs an Alabama RN license that is valid and unencumbered, or else a multistate license from a compact state. The Nurse Licensure Compact took effect in Alabama on January 1, 2020; Alabama hasn't enacted the APRN Compact.
USU's rule matches: an active, unencumbered license in your state on file and in any state where you do clinicals, with liability insurance active in that same state. Per the ABN, any faculty member who teaches nursing students in the state on more than 30 days in a year must be licensed as an RN in Alabama or through a multistate license, and handling that falls to USU. Collaborative practice and a tax credit USU students can't use
In AANP's ratings Alabama is a reduced-practice state: an NP must have a regulated collaborative agreement in place with a physician, while NP practice is regulated jointly by the Board of Nursing and the Board of Medical Examiners. USU accepts either kind of clinician as your preceptor, a board-certified NP or a licensed MD or DO, so long as at least 135 of your 540 hours are with an NP.
The Alabama Preceptor Tax Incentive Program, which the Alabama Statewide AHEC Program Office administers, offers a state income tax credit for each 160-hour rotation to community-based preceptors who work without compensation in rural areas that are medically underserved. It counts only rotations for programs at institutions physically located in Alabama, and USU isn't one. Point preceptors to USU's own benefits instead, on our page for preceptors.
Birmingham, Huntsville, Mobile, Montgomery
Birmingham's metro, about 1.2 million people, is the largest, followed by Huntsville (about 556,000), Mobile (about 412,000) and Montgomery (about 389,000). Among the major systems are Baptist Health in Montgomery, Huntsville Hospital Health System, UAB Medicine, and, in Mobile, USA Health and Infirmary Health. These are where students tend to look, not sites arranged for USU students, and it's their clinics and primary care practices that matter, since inpatient hours never count.
USU expects you to travel anywhere in Alabama at your own expense, and travel time isn't an accepted reason to turn a placement down.

Questions USU students ask
Is there anything I must file with the Alabama Board of Nursing myself?
Not under the rule as written. Rule 610-X-3-.09 puts the letter of intent and the annual out-of-state program fee on the program, and USU's Board of Nursing list shows it files documents for Alabama. Some of what the filing lists, such as your license number and the facility, comes from the placement you set up, so keep those details current with your coordinator.
Can Alabama clinicals begin the same week my OFE Approval Letter arrives?
USU requires hours to begin in the first week of each clinical course, and never before the OFE Approval Letter. Alabama adds its 15-day notice before clinicals start, so a placement finished at the last minute can run into both. USU's handbooks ask for every approval on file 16 weeks ahead, which leaves room for Alabama's step.
Can I do hours across the state line in Georgia or Mississippi?
Only by request. USU wants hours in your approved state of residence and can't promise a licensing board will accept hours done elsewhere. Mississippi also has its own review of out-of-state programs, run by its higher-education board rather than its nursing board. Ask your Clinical Placement Coordinator before you approach a practice in Georgia or Mississippi.
Does Alabama's letter-of-intent rule apply to RN-to-BSN practicums?
The letter-of-intent rule covers prelicensure and advanced practice programs, and USU's list ties its Alabama filing to APRN programs. The ABN's license rule does reach RN-to-BSN students, though: you need an Alabama or multistate RN license for your 90 community hours in NUR378 and NUR499, wherever in Alabama the agency is.
