Studying with USU from Maine: clinicals, licensing and the New Hampshire line
Maine residents can enroll in USU's FNP, Nurse Educator, Health Care Leadership, RN-to-BSN and DNP programs. Maine's board publishes no rule for out-of-state programs placing students in the state, so USU's own requirements do most of the work. The trap sits next door: USU doesn't offer its FNP in New Hampshire.

Maine is absent from every USU exclusion list. The one program you can't start is the Post-Master's FNP certificate, closed to new applicants everywhere. FNP clinicals fall in the second year, one 8-week course at a time; the FNP page walks through them.
What Maine's board says about visiting programs: very little
Research into the Maine State Board of Nursing's rules and education pages found no requirement that an out-of-state program seek approval or give notice before its students train in Maine. The Board's education rule, Chapter 7, covers only the approval of Maine's own prelicensure programs.
The student exemption in Maine's Nurse Practice Act, 32 MRSA §2103(2), is written for prelicensure students: it covers those in board-approved programs that lead to initial licensure. You already hold an RN license, and USU requires it to be active and unencumbered in Maine if Maine is where you live and train.
No board step doesn't mean no approvals. You still need Program Director approval of your preceptor, an affiliation agreement with the site and the OFE Approval Letter before your first hour.
Maine's 24-month rule and who precepts you
Maine is full practice in AANP's classing, with a condition: independent NP practice requires either 24 months or more of supervision by a physician or NP, or employment at a hospital or clinic that has a physician medical director. Some NPs you approach will still be inside that period.
USU's floor for an FNP preceptor is a board-certified NP, or a licensed MD or DO, with at least a year of experience, an active license in the state of the clinical and the employer's permission to precept. A Maine NP in their second year can meet that floor; the Program Director decides. The preceptor requirements page covers the rest, including USU's limit of two students per preceptor.
Portland, Bangor, Lewiston-Auburn: where students look
Census estimates for 2025 put the Portland-South Portland metro at about 578,000 people, Bangor at about 158,000 and Lewiston-Auburn at about 116,000. Central Maine Healthcare, MaineGeneral Health, Northern Light Health and MaineHealth are larger systems FNP students in Maine look at, named as places to search rather than as USU sites.
Two USU rules narrow the search inside those systems. Inpatient hours never count, so you're after their primary care and family practice clinics, and your first practicum, FNP592, has to be family practice, primary care or primary care internal medicine. Beyond the metros, expect to travel anywhere in Maine at your own expense; USU doesn't accept travel time as a reason to decline a placement.
Licensing, and why New Hampshire leads are risky
Maine implemented the Nurse Licensure Compact on January 19, 2018, but hasn't enacted the separate APRN Compact. For USU, the RN license must be active and unencumbered in your state on file and in the state of each clinical, and your liability coverage belongs in that same state. If your best lead is a clinic across the New Hampshire line, think twice. USU doesn't offer its FNP to New Hampshire residents because the approval New Hampshire requires of out-of-state APRN programs hasn't been obtained. USU only entertains requests for out-of-state hours in states where it is approved, and even then it can't promise another state's board will accept them.
A license that works in New Hampshire doesn't fix this: the board approval New Hampshire requires for USU's FNP hasn't been obtained.

Does USU's FNP lead to NP licensure in Maine?
Per USU's state authorization disclosure, the MSN-FNP satisfies APRN educational requirements in every state where USU is authorized, a group that includes Maine. Licensure decisions belong to the Maine State Board of Nursing. Once licensed, you'd work through Maine's 24-month supervised period before practicing independently.
Can a physician precept all my FNP hours in Maine?
Not all of them. An MD or DO can serve as your preceptor, yet USU insists on an NP for at least 135 of the 540 hours and highly recommends that FNP preceptors cover most of them. Nurse midwives can supervise women's health hours and nothing else, and physician assistants don't appear among the preceptor types USU names.
Can my telehealth patients be elsewhere in New England?
No. USU's FNP handbook says telehealth patients must be in the state of your address on file, and you must be licensed there, so for a Maine student they must be in Maine. What does the RN-to-BSN practicum need from a Maine RN?
Ninety community hours across NUR378 and NUR499, with an agency that serves vulnerable community populations and is open to the public. You find the agency leader, who sends a resume to OFE. USU's practicum handbook asks for an active nursing license in the state where you'll do the rotation, which for a Maine resident training at home is the license Maine issued.
