USU's FNP in Arizona: approved, with license rules for you and your preceptor
Arizona is one of the states where the board of nursing approves out-of-state NP programs before any student starts clinicals, and USU's board list records correspondence confirming Arizona's approval of its FNP. You'll need an Arizona or multistate RN license, and your preceptor needs Arizona credentials too.

Arizona also has a history with USU's FNP. Students admitted before May 2024 attended the MSN572 immersion in person in Phoenix; students admitted from May 6, 2024 have a virtual immersion, and immersion hours never count toward the 540. The immersion page has the details.
Arizona approves the program before any student clinicals
Pre-licensure and APRN programs fall under the regulation of the Arizona State Board of Nursing (AZBN), by its own account. Its advisory opinion on programs based out of state (last revised November 2020) requires each of those programs to apply for approval ahead of any student's clinical experiences in Arizona. Out-of-state APRN programs get a streamlined review when the specific track is approved by the home-state board and the school is nationally accredited and in good standing.
Approval carries ongoing duties for the school. The program must track the licensure of its director, faculty, preceptors and students, track student placements, and supply data for an annual survey or audits. The opinion doesn't address RN-to-BSN programs, so RN-to-BSN students here follow USU's practicum handbook and the general license rules.
Credentials your Arizona preceptor needs
Arizona's rules and USU's rules stack. A preceptor has to clear both lists before OFE and the Program Director will sign off.
What to confirm before you submit Appendix H
- NP preceptors: Arizona APRN certification together with an unencumbered RN license from Arizona or a multistate license (AZBN), and current national board certification appropriate for FNP education (USU).
- Physician preceptors: an unencumbered Arizona medical license (AZBN), and at least a year of work experience as an MD or DO (USU).
- Employer permission: the preceptor must be employed at the site and have the employer's approval to precept (USU).
- Ratio: a cap of two students per preceptor, and students from other NP programs count toward it (USU).
USU also wants 135 or more of your hours logged with an NP. The full list is on the preceptor requirements page.
Full practice, Phoenix and Tucson
AANP rates Arizona a full practice state. USU's rules for the setting still apply: FNP592 belongs in family practice or primary care, including primary care internal medicine, urgent care tops out at 135 hours for the program, and inpatient hours never count.
The largest metro is Phoenix-Mesa-Chandler, home to about 5.2 million people, and Tucson comes next at about 1.1 million; Lake Havasu City-Kingman and Prescott Valley-Prescott are two smaller ones. FNP students approach the outpatient clinics of systems such as Mayo Clinic in Arizona, TMC Health in Tucson, Phoenix Children's, HonorHealth in Scottsdale and Banner Health. Naming them doesn't mean any has a USU agreement.
A preceptor grant that appears unfunded
Arizona created a Preceptor Grant Program for Graduate Students (A.R.S. 36-1806), run by the Arizona Department of Health Services, for uncompensated preceptors of graduate students, including NP students, with priority for rural primary care. The money flowed through statewide professional nonprofits such as the Arizona Nurses Association.
The Joint Legislative Budget Committee's FY 2027 report shows no funding for FY 2026 or FY 2027 and says unspent money from earlier years reverts to the General Fund at the end of June 2026. Don't pitch the grant to a prospective preceptor as a reason to say yes.
Your license for Arizona clinicals
AZBN requires APRN students from out-of-state programs doing clinicals in Arizona to hold an unencumbered Arizona or multistate RN license. Arizona's compact licensing has been live since January 19, 2018, so a multistate license from Arizona or another compact state works for that rule. USU adds that your license and your liability insurance should be active in the same state. The RN license page explains how compact licenses interact with USU's rules.

Is USU's FNP approved by the Arizona State Board of Nursing?
USU's Board of Nursing list says correspondence confirms Arizona's approval of the MSN FNP. That matters because AZBN requires out-of-state APRN programs to be approved before any student does clinicals in Arizona. The program then has to track student and preceptor licensure and placements for the Board.
Can my Arizona NP preceptor hold a multistate license?
Yes, for the RN part: AZBN accepts an unencumbered Arizona or multistate RN license, but the NP also needs Arizona APRN certification. A physician preceptor needs an unencumbered Arizona medical license. USU separately requires national board certification for NP preceptors and at least a year of practice.
Do USU FNP students still go to Phoenix for the immersion?
Students admitted from May 6, 2024 have a virtual immersion in MSN572. Students admitted before that attended in person in Phoenix. USU's program page still describes the Phoenix format for earlier admits, and it isn't confirmed whether any in-person immersions run in 2026. Immersion hours don't count toward clinical hours either way.
Is there state money for Arizona preceptors who take graduate students?
There was. Arizona's Preceptor Grant Program for Graduate Students supported uncompensated preceptors of graduate and NP students, but the legislature's budget committee shows no funding for FY 2026 or FY 2027. Treat it as unavailable unless the Arizona Department of Health Services announces new funding.
