USU's FNP in New Jersey: one student per preceptor, and a search that starts early
USU enrolls New Jersey residents in the FNP and every other nursing program it currently admits to. What sets New Jersey apart is USU's own rule: a preceptor here may supervise only one student at a time, where other states allow two. That shrinks the pool of available preceptors, so start looking well ahead of USU's deadlines.

USU's 1:1 ratio for New Jersey placements
USU's FNP Clinical Handbook caps preceptors at two students everywhere except New Jersey, where placements must follow a 1:1 ratio. NP students from other schools count toward that limit. So a New Jersey NP who is already precepting a student from any program can't take you for the same period.
Getting it wrong costs you hours. The handbook says hours logged while the ratio is exceeded don't count, and each FNP practicum runs eight weeks at about 17 hours a week, which leaves little room to make time up. Ask every prospective preceptor whether they'll have another student, from USU or anywhere else, during your course dates.
The rule attaches to New Jersey placements, so it follows the site rather than your address, and it covers every FNP practicum from FNP592 to FNP597.
Before you nominate a New Jersey preceptor, ask whether any other student will overlap your dates: overlapping hours won't count.

The New Jersey Board of Nursing: no rule found, not fully checked
Our search of the New Jersey Board of Nursing's rules turned up no approval or notice step for a visiting program before it places students at clinical sites in the state. The Board's education rules sit in N.J.A.C. 13:37, and its Subchapter 1 governs programs whose parent institutions hold a license from the Commission on Higher Education, while section 13:37-1.10(c) is limited to New Jersey programs that rely on clinical agencies located in other states.
That isn't a clean no. The Board's website served a security check and couldn't be read, so any guidance posted there went unchecked. Treat the question as open and ask your Clinical Placement Coordinator whether USU has anything on file for New Jersey. USU's own steps apply either way: Program Director approval, the Affiliation Agreement and the OFE Approval Letter, as laid out in the placement process.
Joint protocols, large systems and where students search
AANP classes New Jersey as reduced practice: an NP who orders medications and devices must do so under joint protocols agreed with a collaborating physician. Under USU's rules either an NP or a physician can precept you, as long as the NP is board-certified, the MD or DO is licensed and the site employs them; NPs have to supply at least 135 hours. PAs aren't among USU's listed preceptor types.
Roughly 7.1 million New Jerseyans live in New York-Newark-Jersey City's metro area, plus 1.4 million in the state's slice of Philadelphia-Camden-Wilmington; about 400,000 live around Trenton-Princeton and 372,000 in Atlantic City-Hammonton. Large systems include Atlantic Health System, RWJBarnabas Health, Cooper University Health Care in Camden, Hackensack Meridian Health and Virtua Health. They illustrate where FNP students look; none has agreed to take USU students. Target outpatient primary care, since USU never counts inpatient hours.
Your license, and why New York is off the table
The Nurse Licensure Compact took effect in New Jersey on November 15, 2021, and the state hasn't enacted the APRN Compact. USU checks that the license is active and carries no encumbrances in New Jersey and in any other state where you'd train, with your liability policy in force in that same state; see RN license for clinicals.
The state's largest metro is centered on New York City, yet New York is off limits: USU doesn't offer its FNP there, and out-of-state requests are limited to states where USU holds approval. New York isn't a compact member either. Pennsylvania is open, though USU prefers home-state hours, and telehealth hours, capped at 40, need patients located in New Jersey.

Questions USU students ask
Can my New Jersey preceptor take another NP student while precepting me?
Not during the same period. USU's FNP handbook requires a 1:1 preceptor-to-student ratio for New Jersey placements, and it counts NP students from other schools. If the ratio is exceeded, the hours logged during that time don't count. Elsewhere USU allows two students per preceptor, so this limit is specific to New Jersey sites.
Does the 1:1 rule apply if I live in Pennsylvania and do hours in New Jersey?
Yes. The handbook ties the ratio to New Jersey placements, so a New Jersey site is covered wherever you live. Bear in mind that USU encourages clinicals in your state of residence, treats other states as requests and can't promise another state's board will accept those hours, so a Pennsylvania resident would normally search in Pennsylvania first.
Can I do USU FNP clinicals in New York City?
No. USU doesn't offer its FNP to New York residents because it doesn't teach the New York-required course on prescription and record-keeping law, and it only entertains out-of-state requests where it holds approval. New York also isn't in the compact. Look for sites in the metro's New Jersey counties instead.
Must the New Jersey Board of Nursing approve anything before my clinicals?
No Board rule found requires it for out-of-state programs, though the Board's website, which served a security check, was unavailable to confirm that. Its education rules address New Jersey's own programs. Ask your Clinical Placement Coordinator whether USU has anything on file for New Jersey; USU's own approvals apply either way.
